OSGeo has a "Conference Committee" that issues an RFP annually requesting
proposals from folks interested in hosting the conference.  The committee
selects one proposal from the responses based on a variety of objective
and subjective criteria.  This selection is recommended to the OSGeo
board for final approval.

For 2009 there was only one proposal - for Australia.  In 2008 and 2010
there were roughly four proposals.
