This is indeed an exception. For Lambert_Conformal_Conic_2SP, the order of standard parallel is indifferent (and EPSG and ESRI don't use the same order. Same with MapInfo as far as I remember). This results in the same mathematical projection. So I've added an exception in IsSame() to accept that difference.
You're right, I'm sorry for the noise. This was a good test case.
