Quite certainly. There are already routines to convert HalfFloat <-->
Float32 in
https://github.com/OSGeo/gdal/blob/master/gdal/frmts/gtiff/tif_float.h
used by the GeoTIFF driver (quite esoteric feature in TIFF) and the new
ZARR driver.
