GDAL 3.10.2, released 2025/02/11

Supported Formats: (ro:read-only, rw:read-write, +:update, v:virtual-I/O
s:subdatasets)
AVIF -raster- (rwvs): AV1 Image File Format (*.avif)
which suggests to me that GDAL *does* support writing AVIF files.
