I see no reason for you to not apply, so go ahead. As for application help, you'll have to elaborate on what type of help you need. We're more than willing to help you define the project you'd like to work on, but I'm not typing it in for you ;-) Dan has done some work towards a Win32 port of PCB (I've run it myself, not vaporware), but he notes some cleanup before it's ready for prime time. There are scripts in the source tree for building it that way. It uses the mingw gtk library, not the native windows Win32 gui, which makes it difficult to support native windows printing.
