I'm probably doing something blatantly wrong...

I've done
$ xrdb ~/.Xresources
followed by
$ xrdb -merge /usr/local/geda/share/pcb/Pcb
and I even get this:
$ appres Pcb |grep geda.share

Pcb.libraryPath:        .:/usr/local/geda/share/pcb
Pcb.libraryTree:        /usr/local/geda/share/pcb/newlib

so it all seems to be there in X's mind, and pcb-menu.res really really
is in /usr/local/geda/share/pcb.  Look:

$ ls -l /usr/local/geda/share/pcb/pcb-menu.res
- -rw-r--r--  1 source user 16798 Feb  3 23:26 
/usr/local/geda/share/pcb/pcb-menu.res

Even when I strace -f -F pcb-bin the only time I see pcb-menu.res is
when it looks in my $HOME.  And even when I copy pcb-menu.res there, I
still get those doubly-prefixed pathnames.  What am I doing wrong?
