I think the key word here is "requires". Certainly we should allow the user to hand-edit .pcb files, and have facilities for re-syncing the GUI on the fly and all that. (I'd also like IPC with gschem, but I can dream...) However, requiring the user to hand-edit the .pcb file to accomplish simple stuff, is a Bad Thing. PCB should be able to move stuff around numerically like Altium, and have a half-decent GUI for rotations and transformations.
