Hi Dan, :facepalm: At least this is on develop and not the stable branch!
I think we need to get input from Kyle on this since he developed that docker image. TBH, I think pip isn't a bad solution given that 16.04 is more than four years old and we're stuck with that to support the older version of the ROCM stack. Creating a jira issue would be appreciated. Please tag Kyle in it, if you do that.
