In line 4, what's the key word "format" ? 
I've studied the site, ISA Parser, http://www.m5sim.org/ISA_Parser , but get no
idea about it. 
I know "decode COND_CODE" in line 1 is like a switch case and the contents
between the braces 
are the code will be generated.
Does anyone tell me what is format? Any hint will be appreciated.
