Enumerated powers, Article 1, Section 8, Clause 3 of the US Constitution 
states Congress has the power:

To regulate commerce with foreign nations, and among the several states, 
and with the Indian tribes;

How does deciding who a company can trade with *NOT* fall under regulating 
commerce with foreign nations?
