CenturyLink is a CLEC (as is anybody else in baton rouge using copper).  For 
DSL I cannot tell you  anything about their DSL service delivery but they do 
manage their own voice (they bought out Level3 sometime recently).

Re LocalUSA - entirely possible since they are very small and maybe they are in 
the process of being bought out or purchased or maybe they just don't have the 
resources to serve a larger customer base.  I will tell you when we have had 
issues an ATT truck rolls up

CenturyLink looks like an AT&T DSL reseller?  I left them a message but I don't 
have much hope that it will be returned.

I called LocalUsa but they say that they are not currently taking new customers 
- that's a little odd?
