To me, it seems most in line with the long-term goals
of a reorg.  Isn't one of the potential objections to
the Jakarta project the stratification (a bunch of
subprojects, each with its own karma and voters)?  If
each Jakarta Commons component has its own karma and
voters as well, it seems that you've created
"subprojects" with a different name.
