Whoops. There is a line in there : "Where capitalised, these terms are to be used as per the definitions found in RFC 2119 (Reference)." So I think I was thinking (which is a lot of thinking) the same thing :>.

Fix what? Looks like you already did it. I was looking at your e-mail, not the site, and the line wasn't in the extract, but has been in the full document since the third revision on Sept 28th. :-) Mea culpa. :-)
The Incubator site version now also has a link to the RFC (which is what the "(Reference)" thing was there to remind me to do).
Which is what I fixed!
