I'm not advocating that the artifacts be pushed to central. I'm simply advocating that we find a way to prevent users from having to abide by the undocumented policy requiring the addition of the Incubator repo. If the artifacts are mirrored to the right location, nobody will have to add another repo and the mass confusion will end. It's simple.
