NOTICE file implies no substantial code has been changed this year:

"Apache Whirr
Copyright 2010 The Apache Software Foundation"

That's probably not the case...


But the main issue is that the binary distribution contains lots of
3rd party products which are not mentioned in either the NOTICE file
or the LICENSE file.

If the product requires attribution, the required text must be added
to the NOTICE file.

Whether it requires attribution or not, 3rd party product licenses
must be recorded in the LICENSE file.

The standard method is to include the text in the file, but it may be
allowable to just include a pointer to the license elsewhere in the
distribution.

What's important is that the user can read the LICENSE file and find
out all the information without having to scan the archive looking for
text files that might contain a relevant licence.

Where the 3rd party product uses AL 2.0 (e.g. pyAntTasks), just note
this in the LICENSE file.

The file bcprov-jdk15-1.44-LICENSE.html is empty, as are 7 others .txt files.

The files containing AL 2.0 should all be removed, and the products
mentioned in LICENSE instead.

I think these issues are sufficient to block the release.
