Ralph,

Sounds fair to me.  Based on what we did for CommonsRDF, I'd recommend that
we hold a vote on the general@incubator list indicating the intent to
transfer log4cxx from Incubator to Logging.  The steps are pretty close on
http://incubator.apache.org/guides/graduation.html#subproject
