Yes the KEYS must not be distributed in the source release. But the canonical 
location for KEYS is https://www.apache.org/dist/incubator/daffodil/KEYS 
<https://www.apache.org/dist/incubator/daffodil/KEYS>

The dist.apache.org url is not for public use.
