I agree assuming no other conditions apply, but it unclear if that is the case. 
I assume this is intentional as Oracle wants you to use the commercial version.

I did see in the wikipedia page that other projects have use this [1] as a 
replacement due to the licensing issues. There's also a fork [2] but I not 
fully checked the licensing.
