I'd say no. The Arrow PMC will need to decide on the name to use going forward. 
Remember that the trademark law is intended to avoid confusion of consumers in 
the marketplace.

The PMC will ask if anyone will be confused between e.g. 
https://users.ece.cmu.edu/~koopman/ballista/index.html and 
https://github.com/ballista-compute/ballista . But that only applies if the PMC 
decides to keep the name of the sub-project. There is no reason to change the 
name of your git project before moving the code to Arrow. Once it's in the 
Arrow repository you can make the changes to file/directory names and copyright 
notices, etc.

Yes, here is where an essay is required in response. Include the names of the 
folks who have not responded to your request and the size of their 
contributions, and the risk in case they don't file an ICLA and later show up 
demanding that you remove their contributions.
