There are various steps that the Incubator also has to do. For example, ensuring the various status files are up to date, and implementing website redirects.
Unfortunately the retirement guide at https://cwiki.apache.org/confluence/display/incubator/RetiringPodlings is a bit vague on how to perform some of the actions, but a search for previous retirements in commit messages should give some clues.
