Actually, Microsoft has only been ALLOWED to ship a very old (version 
1.1) JVM with Windows, because of the settlement with Sun. 
Speculation is that this is for the best, because it will stop people 
from having to write for the lowest common denominator VM out there, 
which is Microsoft's.  Apparently it takes all of a minute or so 
(depending on connection speed) to download Sun's VM, and happens 
almost automatically, just like any other browser plug-in.
So... Big deal, I say.
Anybody running an actual Java APPLICATION is surely going to 
download a separate JVM anyway, so this really only makes a 
difference for the browser, which is really no big loss.
