Unable to set filter org.apache.log4j.varia.LevelRangeFilter

When attempting to use the SMTPAppender with pax-logging, I get this error:
log4j:WARN Failed to set property [filter] to value
"org.apache.log4j.varia.LevelRangeFilter".
There is no other message provided.
I tried setting up pax-logging so I could step through the code, but was
unsucessful.
I also tried tracking down the source code where that message is logged to see
if I could find clues there. Looks like this message is logged in
org.apache.log4j.config.PropertySetter, but I can't find that package in the
pax-logging-api bundle.
