I might have missed something (this was a long thread ;) but why you want to create a new project? For laboratory one I suggest that you go with just a wiki page under "http://team.ops4j.org/wiki/display/ops4j/Laboratory";. Take for example "Pax Sham" I just created this days. If you need jira maybe we should have a laboratory jira project and have a component for each laboratory project.
If your project goes mainstream we then move the wiki pages to a new project. But again, I've been missing many thing on OPS4J from when we moved to team.ops4j.org.
