I asked Noel directly, and this was the response I received: --- Yes, the Wiki is part of the ASF's content, an increasingly visible part, and some PMC must be responsible for all content. So by creating a Wiki for each PMC, we can make clear which PMC is responsible for that content. If a PMC wants more than one Wiki, that's OK, too. But the only consideration is making sure that a PMC is responsible.
