Thanks for preparing this. I did a checkout and confirmed I could use
Maven to build commons without issue. Therefore I'm +1 to this merge

In addition to adding a Maven POM, this merge will begin the process of
migrating to the typical maven directory hierarchy, i.e.,
src/main/java
src/main/resources
src/test/java
src/test/resources

I have retained symbolic links to permit ant builds to continue to function.
The following run without error (on my platform):
mvn clean test
ant clean junit
