Hello,
You are correct, the 44-way Conservation track is for hg18 (not hg19). The data 
is sensitive to the genome sequence, so even though a liftOver might be 
possible, it is not recommended. Eventually a new Conservation track will be 
created, but I cannot comment about when exactly that would be.
