If you are just looking for the fasta files, they are available for all 
assemblies on our download page 
(http://hgdownload.cse.ucsc.edu/downloads.html) in the chromosome 
directories.

If you need the twoBitToFa program you can download the source tree 
(http://hgdownload.cse.ucsc.edu/admin/jksrc.zip) and compile the 
utilities. This page should help you get started: 
http://genome.ucsc.edu/admin/jk-install.html.
