Hi Yu,

All of the coordinates you see displayed in the Genome Browser are 
1-based coordinates.  Our tables contain 0-based coordinates.  See this 
FAQ for a more detailed explanation:

http://genome.ucsc.edu/FAQ/FAQtracks.html#tracks1

In the future, please send Genome Browser questions just to 
[email protected] (there is no need to email 
[email protected] too).
