Hello Ellen,

The short answer is no, this is not a good idea. While you may be able 
to construct such a file and it may appear to function in some cases, 
you should expect the unexpected if the specification is not followed. 
One data value per base is implied (if not specifically noted in the 
FAQ) for the same reasons as you explain. For variable step files, some 
bases may have no values assigned, but none should have more than one.
