I'm assuming you are following the instructions at:
http://genomewiki.ucsc.edu/index.php/Using_hgWiggle_without_a_database
This file you mention: /gbdb/hg18/multiz44way/phastCons44way.wib
needs to exist at that path name, or you can have the file
phastCons44way.wib in the current working directory where you run
the hgWiggle command.
Does this file exist on the computer where you run hgWiggle ?
Are you using the public MySQL server connection, or a local copy of
the text dump phastCons44way.txt renamed to phastCons44way.wig ?
