Hello Bill, It does not need to be compiled but you do need to make sure you have the proper permissions set for your file. If the file is not executable for you then running it (i.e. typing "./liftOver" at the prompt) will do nothing. There are lots of examples of how to see and change the permissions - here's one example to get you started:
