You may also find it helpful to turn on the GRC Incident track, located 
in the Mapping and Sequencing track group.  The GRC Incident track 
indicates locations in the genome assembly where assembly problems have 
been noted or resolved.  Item HG-1049 at the beginning of chr17 explains 
that it is known that the telomere has not been defined.  The details 
page includes a link to the GRC report:
