I would go as far as suggesting to make it a requirement to use an
ISO-8601 compliant UTC date string with a resolution of minutes.

$ date -u --iso-8601=minutes
2005-11-07T10:59+0000

This is international, standardized and easily parsable for both
humans and computers.
