Also, it's not necessary for every dev to also be a member of an arch team -- it's better that developers can choose *where* they want to focus their energy and time -- otherwise people'd be bugging deves who're primarily infra (in their heads, at least) about bumping firefox, userrel would be badgered about broken kde stuff, and GDP would have to field new ebuild requests.
