Yes. So you don't think that a /var/lib/<distribution_name> directory makes sense for collecting all admin files *strictly* related to the distribution, do you? Ok, but at the end we have an exception in the tree (/var/lib/gentoo/news/) which is not justified (looking at the current discussion).
