Uhm, no, it doesn't. Things in both DEPEND and RDEPEND are an
*entirely* different case when it comes to destinations, since RDEPEND
goes to ROOT.

The distinction between DEPEND and HDEPEND is relevant only for
dependencies that are not also in RDEPEND.
