crossdev --help
....
--[bgkl]env env          Specify env settings for binutils/gcc/kernel/libc

So perhaps crossdev -benv 
EXTRA_ECONF="--enable-targets=x86_64-w64-mingw32,i686-w64-mingw32" ...
