After googling for quite some time, I did find the answers: no, there is 
nothing relevant on the portage roadmap document [1], but the missing 
portage features have been discussed on the dev list.

There's at least one bugzilla entry [2] that refers to the relevant 
portage features apparently under development.

The relevant comments in that bug apparently come from the discussion of 
Michael Haubenwallner's draft GLEP [3], which is designed to provide for 
prefixed package installs on non-Gentoo O/S's. The thread is worth a read, 
if you can tolerate the obligatory naysaying and bickering. It is 
inconclusive, but represents real progress.

As for pathspec, there is nothing to be found. Even drobbins original, 
rather inspired, description is long gone [4]. By contrast, Michael 
Haubenwallner's proposal for prefixed installs appears to be alive and 
kicking.

Finally, there is this post [5] from Feburary, indicating that the problem 
is to be tackled by the Gentoo/OS X devs this year.
