There isn't an override (yet) configure wise for generating portions of
portage_const.py, or modding the shebang of
scripts. Bash could be useful, python... spose, not sure on that one :)

My autotooling likely could stand a good look over... so since you were looking
to autotool portage already,
/me thinks you just volunteered :)

It's undesirable there isn't any access to the cvs rep for gentoo... there is
talk from Ramerth (lance... something)
to bring it back sometime this year, but not sure.

Meanwhile, I update http://dev.gentoo.org/~ferringb/portage-cvs.tar.bz2 on
occasion, usually either when I remember,
or someone comes looking for something. Note it's developmental. If you use
it as your main pkg manager, well, you
just stepped up to suffer the bugs, and help fix them :)

Sans cygwin, I'm after a similar goal. I'd personally like our binpkg support
to be *much* better, ability to manage
other formats, fex dpkg (yes it's insane, but hey, so am I).

stick your head in #gentoo-portage on irc.freenode.net... if you've got a
specific itch to scratch codewise already,
cool, otherwise there is a collection of things that need to be done. At some
point in the near future, that list
will be pushed to this ml also.
