The reason a user must be in the "wheel" group in order to use "su" on a 
gentoo system can be found in:
  /etc/pam.d/su

  There is a line stating:
auth       required     /lib/security/pam_wheel.so use_uid
  
If you comment out that line, all users (regardless of their group) will be 
able to use "su".

  There is also a line which allows users of the wheel group to "su" w/o a 
password..
