You could try editing /etc/fonts/fonts.conf with kwrite and list 
individual directories with no subdirectories.  That bit of mine looks 
like:
        <dir>/usr/local/truetype</dir>
        <dir>/usr/X11R6/lib/X11/fonts/truetype</dir>
        <dir>/usr/X11R6/lib/X11/fonts/TTF</dir>
        <dir>/usr/X11R6/lib/X11/fonts/sharefont</dir>
        <dir>/usr/X11R6/lib/X11/fonts/freefont</dir>
        <dir>/usr/X11R6/lib/X11/fonts/Type1</dir>
        <dir>~/.fonts</dir>

Just list the directories that have truetype or Type1 fonts.  Then run 
fc-cache as root and see what you get.  This is not well enough 
documented.
