My speedstep capable laptop shows the same. As mentioned in a previous email throttling and speedstep are different.
Check out /proc/acpi/processor/CPU0/performance for what you want.
Have a read of http://acpi.sourceforge.net/ for more info, http://acpi.sourceforge.net/documentation/processor.html in particular.
