If you haven't installed apache yet or it is installed as dependency, edit /usr/portage/profiles/default-x86-1.4/packages and add or modify "<net-www/apache-2".
Or, I did install 1.3.27 from portage a while back...
This above approach worked. emerge -up --deep world stopped showing me Apache 2.0.x :-)
I also did the same for MySQL 4.x too, because I just don't need it quite yet. :D
