Going on past experience, the new one will be installed in /usr/kde/3.1.3 and the current one will coexist. Don't worry about your personal settings - they will be preserved.

The configs will normally not be changed by this update. The only problem I had was losing my saved session (I think the update form rc6 to 3.1).
