Check out the docs on the ebuilds on the Gentoo docs site for building ebuilds that install you packages.

As for server setup you can define a local portage directory or check the mailing list archives as there has been extensive discussion on setting up servers.

Oh and I am very impressed thus far with gentoo as an operating system. I have had interactions with portage in the past under BSD but basing a
whole OS off of it is a great idea. No more reinstalling to get to the
