Me too, till now some 5-6 months always compiled kernels /from 2.4.20-r3 or r4 august 
2003/, next
2.4.22-grsec at least two times and now twice 2.4.23-grsec with genkernel.
Answer to 1. In etc/kernels/ dir there are all kernel config files for kernels 
compiled with genkernel
there is one default-config which is default for new compiles. First I backup 
default-config to default-config.orig
then copy for example kernel-2.4.23-grsec-1.9.13 to default-config for it to became 
the default for new compile
and pronto. Just run genkernel --config.
About 2. I think it's already answered above. Just a note, I have /boot partition on 
hda1 and root on hda2. When running
genkernel i don't mount /boot /hda1/ to copy the new kernel, it is auto-mounted by 
genkernel. But u have to update the 
bootloader config after compile. Using grub.
