just checked, I get the same
`emerge -p world`: nothing

doing `emerge world` gives:

Calculating world dependencies ...done!

 * GNU info directory index is up-to-date.

so I think portage is changed (to protect you?)

this is with portage-2.0.50_pre19

To get what you want use `emerge -ep world` this will give you the complete
list to build.
