I was not able to turn off mod_delay per the instructions, so my solution was to edit the ebuild to not attempt to build mod_delay support.
Apparently this has been solved on proftpd's side: http://bugs.proftpd.org/show_bug.cgi?id=2540 I have commented to the appropriate gentoo bugs.
