What I do when building a kernel, either on a local machine or sshd_in 
remotely, is to look at 'lspci -v' while building the kernels. Select
the chips and then test the kernel builds and 'make menuconfig' 
as many times as necessary to get the driver right. 

Talking to the modem, to test it going 'off-hook' depends on the 
software you choose. (wvdial)is my choice.
If your using usb modems, you might want to emerge/look at these:
usbview
lsusb
usbutils
