They have, as far as is possible. udisks needs udev with hwdb, and the ebuild tells you that when you try to merge it. An ebuild can override default flag settings for itself, but not for other packages (that would lead to anarchy) so it tells you what changes are needed and offers to make them for you. When hwdb becomes more global in scope, it may make sense to add it to the desktop profiles as default, but for now it is optional.
